In a crucial side meeting at the Asia-Pacific Economic Cooperation (APEC) summit in Lima, Peru, Chinese President Xi Jinping met out-going US President Joe Biden. The talks outlined the bilateral relationship and global issues, with the message still that of cooperation from the part of both parties.
Xi underlined the dangers of framing the relationship as a “new Cold War,” saying attempts to contain China are foolhardy and destined to fail. He said a stable United States-China relationship is in their mutual interest and benefit to the international community.
Biden acknowledged the complex nature of the U.S.-China rivalry but said that he was keen on making sure that the competition does not go up in flames. He said that, on the whole over the last four years, both nations had been able to maintain stability while not being bowled over by issues relating to climate change, narcotics control, and technological risks. However, Biden was also concerned over China’s increasingly assertive posturing over Taiwan and the South China Sea.
The recently concluded meeting marked a precursor to that much-needed transition in the US presidency when Donald Trump will take office in January. The incoming administration headed by Trump is likely to get to work offensively, determined to impose stiff tariffs on Chinese imports and place his critics of China in key foreign policy posts. The analysts believe that this can increase tensions and complexity in bilateral relations,
Despite these challenges, Xi expressed Beijing’s willingness to work with the new U.S. administration to foster communication and cooperation. He also warned that treating each other as adversaries would lead to setbacks. Xi’s statements reflect China’s anticipation of a potentially volatile relationship under Trump’s leadership and a desire to establish early engagement to manage differences
Limited progress during President Biden’s tenure was realized on contentious issues between the U.S. and China going back years.
While Biden persisted with many of Trump’s policies including his tariff initiatives, his administration emphasized responsible competition and diplomacy. Such friction and cooperation are characteristic of the controversy surrounding the U.S.-China relationship — an issue likely to remain a prime focus for both nations in the years ahead.
