A former Central Intelligence Agency officer, Brian Jeffrey Raymond, was sentenced to 30 years in prison for drugging and sexually abusing more than two dozen women across several countries. Brian Jeffrey Raymond is a 48-year-old man from La Mesa, California. He had pleaded guilty in November 2023 to charges, which included abusive sexual contact.

Information on the Crimes
While in government service, Raymond used his position of power to lure vulnerable women into his government-leased apartment where he habitually drugged them. According to US Attorney for the District of Columbia, Matthew Graves: “When this predator was a government employee, he lured unsuspecting women to his government-leased housing and drugged them.” Raymond then proceeded to rape and photograph the defenseless women when they were unconscious.

Nicole Argentieri, a senior Justice Department official, described Raymond as a man who has “sexually exploited dozens of women over the course of 14 years.” His crimes were the worst in character because he exploited women from more than one country.

Arrest and Investigation
The investigation by the FBI into Raymond had begun on May 31, 2020, when an atrocious sight of a naked woman wailing for help from his residence in Mexico City. Further investigation revealed hundreds of photographs and videos kept on Raymond’s electronic devices of at least 24 unconscious nude or partially nude women.

His last posting was in Mexico City, where he continued to commit his crimes. In Peru, it was discovered that he had the most extensive network of abuse across several countries. Raymond could speak fluent Spanish and Mandarin. He had long-term postings throughout different international locations.

Background and Employment
Raymond spent most of his life in the CIA. The last position he was holding was at the US Embassy in Mexico from August 2018 to May 2020. His crimes are shocking precisely because he came from a background in intelligence and was entrusted to a level most people in government are not.

Sentencing closes a tragic chapter of abuse and exploitation with grave breaches of trust: a glaring consequence of Raymond’s actions on his victims.
